Sounds like this girl is up for a bit of adventure. When I was a freshman, getting a senior to like me was a fun challenge and gave me a great social status. If she looks at you like you say she does, she's probably just hanging onto this boy until you ask her out. Its your job to make the first move, but why make the first move so soon? Try playing hard to get, flirt with her, give her hugs... and if she lets you, quick feel-up. But dont outrightly ask her out, or she'll consider you a challenge won and you'll lose her faster.
